Dr. Mohammad Fouzan, Institute Chairman, announced the 5th birthday of the Omaintec Institute and
pointed out the objectives of the institute.
Mr. HE Dr. Moh'd Jawad Khatiefah, Minister of Health would like to implement a Common Arab Plan.
Mr. Ghazi Al-Aridi, Minister of Public Work and Transport, Lebanon proposed to include maintenance in any investment plan.

Mr. Marcelo Aliendre Garcia (PE) focused on 3 key words:

Mr. Svend Age West (DK) explained the Danish Education approach.
Dr. Ali Zuashkiani (CA): "Aquisition costs are a small part of the total costs."
Dr. Ramzi Salha (Lebanon) was asking how to assess trainees in function of the market needs.
Dr. Saad Al Shayeb (Saudi Arabia) was proposing "Vocational Standards" including definitions of
professional skills. The scope will be to fight against unemployment of youth.
Dr. Saad Al Shayeb would like to implement a similar framework as in Europe.
Mr. Tarek Salem El Bakly underlined the message of Dr. Saad Al Shayeb. The vocational
process is very important but we have to measure the achieved competencies.
Let's introduce a Quality-Circle. Actually, we have to consider 180 professions - we need standards.
The Institute for Operation and Maintenance will have an important role to play.
M. Abdulaziz Al Henty (Saudi Arabia) proposed a Career Management for Technicians and Engineers.
We need new leaders for the future! A corresponding Development Plan has to be established.
Regional Experience in Maintenance: The Royal Commission for Jubail and Yanbu - Saudi Arabia
Eng. Mohammed Hussain Sheariya (Saudi Arabia) was explaining the importance of applying New Technology Material
(GEO Textile) in Royal Commission projects.
Mr. Basem M. Al-Shabraweshi (Saudi Arabia) explained the heavy meteorological conditions in some areas: Wear and corrosion
are the main-issues: New concrete mixtures would have a big potential.
Eng. Musa E.Al-Malki (Saudi Arabia) explained the Summer Maintenance Program for educational facilities.
Eng. Sultan AlKhuraissi (Saudi Arabia) fokused on the importance of Corporate Knowledge which cannot managed through an EAM.

Eng. Saleh Al-Zahrani (Saudi Arabia) explained the Relancing of Landscape Planting in Jubail-City.

Maintenance in Hospitals
The speakers under the chairmanship of Eng. Essmat Essa, Ministry of Health, Saudi Arabia.
Dr. Hebatalrahamam Ahmed (Egypt) would like to promote emergency plans for hospitals - including the role of maintenance.
Professor Dr. Eng. Mohammad Samir Tuleimat explained the hidden costs in hospitals.There is a lack
of planing and the equipments are not user-friendly. The total costs of ownership can be very high.
We need a specialized "Medical Maintenance" for reducing indirect costs.
Eng. Waffaa Mohamed Morsi Mohamed (Egypt) focused on Hazardous Waste. She showed good and bad examples.
"We are confronted with a problem of culture on all levels!"
Eng. Fayad Daraghmesh (Saudi Arabia) would like to introduce procedures for risk analyzes - procedures based on FMEA.
Dr. Hashem Al Fadel (JO) is convinced that smart FM Strategic Plans need a measurable acceptance.
Neutral audit teams and the use of existing quality tools (as ISO 9000, continuous improvement,
BSC and Six Sigma) are essential for any health care operation management.

The role of standards is under-estimated: Standards are the scaffolding for developing Management
approaches. Maintenance Management software, TPM, RCM, FMECA and other products or techniques are
tools for supporting the Maintenance Management approach.
Maintenance means leadership and communication on all levels. The qualification of maintenance personnel
has to be implemented in such a way that the top-down as well as bottom-up information is effective.
Qualifications and assessments allow taking responsibility in the frame of Integrity Management.
Integrity Management includes Quality- and Safety Management, Environment and Social Responsibility.

Responsibility, Quality and Maintenance in the Healthcare Sector
Maintenance is a key factor in the frame of quality management in hospitals.
30 to 50 % of hospital costs are "Non Quality costs".
For reducing "Non Quality Costs", a good maintenance culture can have an important impact.
Quality means:

- Maintenance of structure

- Maintenance of equipments, including calibration
